往往
往往 describes a repeated tendency: under relevant circumstances, an event commonly turns out a certain way. It precedes the predicate and often sounds more pattern-based than a simple personal routine. It allows exceptions and cannot carry aspect marking itself or appear after the verb it modifies.

往往 describes a repeated tendency: under relevant circumstances, an event commonly turns out a certain way. It precedes the predicate and often sounds more pattern-based than a simple personal routine. It allows exceptions and cannot carry aspect marking itself or appear after the verb it modifies. Keep the model Subject / Situation + 往往 + Predicate visible while you compare each sentence.
天气冷的时候,人们往往想喝热汤。
When it is cold, people often want to drink hot soup.
Choose the right context
Describe a recurring result under similar conditions. State an observed social or behavioral tendency. Connect a situation with what commonly follows from it.
他紧张时往往说得很快。
When nervous, he often speaks very quickly.
Respect the boundary
Do not use 往往 for one isolated event. Do not attach 了 to 往往. Do not place it after the result verb.
小问题会变成往往大麻烦。
(Small problems become often big trouble.)
Repair the pattern
The adverb follows the result verb: 往往 must precede the predicate whose recurrence it describes. 了 is attached to the frequency adverb: 往往 is an adverb and cannot take the aspect particle 了.
小问题往往会变成大麻烦。
