Subject-Predicate Phrase as Sentence Subject in Chinese
主谓短语作主语
A complete subject-predicate phrase can occupy the subject position of a larger sentence. The embedded unit names a situation, and the following main predicate evaluates or comments on that whole situation. In 身体健康很重要, 身体健康 is the subject. This differs from a topic followed by an inner subject-predicate comment.

Read the structure
A complete subject-predicate phrase can occupy the subject position of a larger sentence. The embedded unit names a situation, and the following main predicate evaluates or comments on that whole situation. In 身体健康很重要, 身体健康 is the subject. This differs from a topic followed by an inner subject-predicate comment. Keep the model [Subject + Predicate] + Main Predicate visible while you compare each sentence.
他不去也可以。
It is also acceptable if he does not go.
Choose the right context
Evaluate a complete situation as one subject. State whether an event or condition is possible or important. Use a clause-like unit before a higher predicate.
身体健康很重要。
Being healthy is important.
Respect the boundary
Do not place the higher predicate inside the embedded subject phrase. Do not reverse the embedded predicate and its subject. Do not confuse the construction with an outer topic plus inner comment.
身体很重要健康。
(The body important healthy.)
Repair the pattern
The higher predicate interrupts the embedded phrase: 身体健康 forms the complete subject phrase; 很重要 evaluates that entire situation afterward. The modal is placed after the final particle: 也 belongs before the higher predicate 可以, not after it.
身体健康很重要。

Is the first subject also the main sentence subject?
It is the subject inside the embedded phrase. The whole embedded phrase serves as the larger sentence's subject.
How is this different from a topic-comment sentence?
Here the following predicate evaluates the entire preceding situation. A topic-comment sentence has an outer topic related to a following inner clause.
