除 can replace 除了 in the formal or compact frame 除X以外. The following clause determines whether X is excluded from a set or treated as a background item before an addition. Choose the right context
Exclude one member before stating what applies to the remainder. Set aside one item before adding another fact. Use the shorter 除 form in concise or formal wording.
除中文以外，她还会说英语。
Besides Chinese, she also speaks English.
Respect the boundary
Do not combine 除 and 除了 in the same opening slot. Do not place 以外 before the item it closes. Do not infer exclusion without checking the following scope words.
除除了小王以外，大家都到了。
(Everyone except Xiao Wang has arrived.)
Repair the pattern
除 and 除了 are duplicated: The opening slot takes 除 or 除了, not both together. 以外 precedes the phrase it must close: The item comes between 除 and 以外; 以外 closes that constituent.

In this construction, 除 is a shorter, often more formal alternative. 除了 is more common in ordinary speech.
Does 除X以外 always mean except?
