Read the structure
在 can be the main verb locating a known person or thing, or it can introduce the place where an action happens. A location phrase headed by 在 normally comes before the action verb. This locative use differs from progressive 在, which stands directly before an action to mark it as ongoing. Keep the model Subject + 在 + Place; Subject + 在 + Place + Verb Phrase visible while you compare each sentence.
哥哥在北京学中文。
My older brother studies Chinese in Beijing.
Choose the right context
Locate a known person or object: 他在北京。 Set the place of an action before the verb: 他在北京学习。 Use a localizer when an ordinary noun needs one: 在书包里。
他在手机上看电影。
He watches a movie on his phone.
Respect the boundary
Do not place the location noun before 在 in the neutral pattern. Do not confuse locative 在 with progressive 在 before a verb. Do not omit a required localizer after an ordinary object noun.
他北京在学习中文。
(He studies Chinese in Beijing.)
Repair the pattern
The place appears before locative 在: The locative phrase is 在北京 and normally precedes the action 学习中文. An ordinary object noun lacks a localizer: 书包 normally needs a localizer such as 里 before it can serve as the location after 在.
他在北京学习中文。
Use the repaired structure without changing the intended meaning.

How is this 在 different from progressive 在?

No. Place names and conventional place words can stand directly after 在; many ordinary object nouns need a localizer.
