与此同时 links a second event or development occurring during the same time frame as the preceding one. It normally begins the new clause and refers back through 此 to the prior situation. The fixed expression cannot be rearranged, split by aspect marking, or used when the second event clearly occurs afterward rather than simultaneously.

The fixed expression cannot be rearranged, split by aspect marking, or used when the second event clearly occurs afterward rather than simultaneously. Choose the right context
Introduce a parallel event in the same time frame. Coordinate simultaneous developments across sentences. Maintain a formal narrative or analytical timeline.

The sun set, and at the same time heavy rain began.
Respect the boundary
Do not use it for a clearly later event. Do not split or rearrange the fixed expression. Do not place it after the event it introduces.
公司扩大生产。与同时此，需求上升。

Repair the pattern
The fixed expression is rearranged: The discourse connector has the fixed order 与此同时. The connector follows its event: 与此同时 introduces the simultaneous event and must precede it.
