一再 and 再三 are fixed adverbs meaning repeatedly or again and again. Both stand before the action they quantify and often imply that repetition is noteworthy, excessive, or unsuccessful. Their internal order is lexicalized, so aspect markers, objects, and other clause material cannot split either expression into separate pieces. Choose the right context
Use 一再 before an action repeated on multiple occasions. The repeated events must be separately conceptualized, not one uninterrupted durative event. Use 再三 to emphasize repeated requests, explanations, or consideration. Use either form when the repetition matters to the speaker's evaluation.
老师再三强调安全。
The teacher stressed safety again and again.
Respect the boundary
Do not insert aspect marking inside 一再 or 再三. Do not place the repeated-action adverb after the full verb-object phrase. Do not reverse the characters of either fixed expression.
我一了再提醒他。

Aspect marker splits the fixed adverb: 一再 is an indivisible repetition adverb; 了 cannot occur between its characters. Object inserted inside the fixed adverb: Object 安全 follows 强调; it cannot split fixed adverb 再三.
