A following 都是 or 就是 clause summarizes the outcome, often saying that repeated discussion changes nothing or reaches the same conclusion. It is a discourse-level spoken pattern. Keep the model X 来 X 去，都是/就是 + Conclusion visible while you compare each sentence.

Choose the right context
Summarize repeated discussion or movement that leads to one conclusion. Show that alternatives have been tried back and forth. Use 都是 or 就是 to state the resulting assessment.
争来争去，都是为了同一件事。
They argue back and forth, all for the same matter.
Respect the boundary
Do not change the repeated X without a discourse reason. Do not treat every 来 and 去 as this fixed frame. Do not use it when only one action occurred.
说来去，就是没有意见。

Repair the pattern
The repeated verb is omitted: The frame repeats X on both sides of 来 and 去 to portray iterative back-and-forth activity. A single event is forced into the frame: X来X去 presents repeated activity or consideration; a single event needs an ordinary sentence.
