Read the structure
A Mandarin rhetorical question uses question form to emphasize a proposition whose answer the speaker treats as obvious. Question words such as 谁, 怎么, or 哪儿 contribute polarity and stance rather than request missing information. Context and intonation distinguish the rhetorical reading from a genuine information question. Keep the model Interrogative Form + Rhetorical Context visible while you compare each sentence.
他这么有名,谁不知道啊?
He is so famous; who would not know him?
Choose the right context
Emphasize that a fact is obvious to the speaker and listener. Reject an unreasonable assumption through a question-shaped statement. Use question words with context that supplies the intended answer.
他去哪儿,我怎么会知道呢?
How would I know where he went?
Respect the boundary
Do not assume every question-word sentence is rhetorical. Do not scramble modal verbs around the question word. Do not claim that a rhetorical form has only one possible emotional tone.
他去哪儿,我怎么知道会呢?
(Where he goes, how know would I?)
Repair the pattern
The modal is placed after the main verb: The modal 会 must precede the main verb 知道 in this rhetorical question. The existential verb and noun are reversed: 有 must precede its object 时间; reversing them breaks the existential predicate.
他去哪儿,我怎么会知道呢?
Use the repaired structure without changing the intended meaning.

How can I tell whether 谁不知道 is rhetorical?
The context presents the fact as shared and obvious, so the expected answer is nobody. In another context, 谁不知道 can still ask for a real identity.
Are rhetorical questions always negative?
No. Mandarin can use affirmative or negative question-shaped forms. What matters is that the speaker asserts a stance rather than seeks unknown information.
