MODEL

(Subject +) 恐怕 + Clause

Read the structure

恐怕 introduces the speaker's cautious judgment that something is probably true or likely to happen, often with an unwelcome implication. It can follow a topic or stand at the beginning of the clause. It does not take aspect marking, and a final 吗 cannot split 恐怕 from the proposition it evaluates. Keep the model (Subject +) 恐怕 + Clause visible while you compare each sentence.

他今天恐怕不能来。

I am afraid he probably cannot come today.

Choose the right context

Give a cautious prediction: 恐怕要下雨。 Soften bad news or disagreement. Infer a likely explanation from available signs.

天这么阴,恐怕要下雨了。

The sky is so dark; it will probably rain.

Respect the boundary

Do not use it for certainty; it marks probability. Do not attach 了 to 恐怕. Do not insert 吗 before the proposition being judged.

他恐怕了不能来。

(He probably-le cannot come.)

Repair the pattern

了 is attached to the stance adverb: 恐怕 evaluates the following proposition and cannot take the aspect particle 了. The question particle splits the modal phrase: 吗 belongs at the end of the complete question and cannot split the modal phrase 不能来.

他恐怕不能来。

Use the repaired structure without changing the intended meaning.
