The final 的 closes the echoed description before the speaker's response. Keep the model 看/瞧 + Person + Verb/Adjective + 的,Comment visible while you compare each sentence.

Choose the right context
React to what someone has just said or visibly done. Express an evaluation whose exact stance is supplied by context and intonation. Keep the person and the echoed predicate between 看或瞧 and final 的.
瞧他吹的,还说这次准考第一。
Listen to him boast; he even says he will certainly come first.
Respect the boundary
Do not claim the pattern is always praise or always criticism. Do not treat 看 or 瞧 as a neutral request to inspect an object here. Do not move 的 inside the echoed predicate.
看说你的,我没那么能干。
(Look say you de; I am not that capable.)
Repair the pattern
The person and predicate are reversed: The evaluated person follows 看, and that person's predicate follows the person. 的 splits the echoed predicate: The final 的 follows the complete echoed predicate 吹 rather than separating the person from it.
看你说的,我没那么能干。

Is 看你说的 always criticism?
No. It may reject exaggerated praise, tease, complain, or show another stance. Context and intonation determine the interpersonal force.
How is this different from 看把他高兴得?
Both are evaluative spoken frames, but 看把他高兴得 uses 把 and a degree-complement frame. 看你高兴的 directly places the person before the echoed state.
