基于: Based on a Stated Basis in Chinese
基于
基于 introduces the evidence, assumption, principle, or understanding on which a conclusion or decision rests. The complete 基于 phrase normally precedes the main predicate or follows 是 in passive-like descriptions. It cannot be followed by another preposition such as 根据 in the same slot, and its basis cannot be omitted.

Read the structure
基于 introduces the evidence, assumption, principle, or understanding on which a conclusion or decision rests. The complete 基于 phrase normally precedes the main predicate or follows 是 in passive-like descriptions. It cannot be followed by another preposition such as 根据 in the same slot, and its basis cannot be omitted. Keep the model 基于 + Evidence / Principle, Subject + Conclusion or Action visible while you compare each sentence.
这个结论基于充分的证据。
This conclusion is based on sufficient evidence.
Choose the right context
State the evidence behind a conclusion. State the principle behind a decision. Describe something as based on an assumption or understanding.
基于安全考虑,公司取消了活动。
Based on safety considerations, the company canceled the event.
Respect the boundary
Do not omit the basis after 基于. Do not stack 基于 and 根据 over the same noun phrase. Do not place the basis phrase after the completed conclusion in English order.

(Based on, the company canceled the event.)
Repair the pattern
The basis is omitted: 基于 is a preposition and requires an explicit basis as its complement. Two basis prepositions are stacked: 基于 and 根据 compete to introduce the same basis; use one preposition, not both.
基于安全考虑,公司取消了活动。
Use the repaired structure without changing the intended meaning.
