Choose the right context
Present a time or amount as surprisingly or undesirably advanced. Place 都 before the quantity and 了 after the resulting situation. Use context to make the speaker's expected limit understandable.

Respect the boundary
Do not interpret this 都 as distributing over a plural noun. Do not claim the quantity is objectively large in every context. Do not place 都 inside a numeral or time expression.

Repair the pattern
都 is inserted inside the clock time: Evaluative 都 precedes the complete time expression 十一点. The subject interrupts the quantity frame: The evaluated interval forms 都三天了 before the following comment about the subject.
