以 can introduce the intended purpose of a preceding action in concise formal writing, roughly ‘in order to.’ The purpose clause follows the enabling measure, and 以 stands immediately before its purpose predicate. It cannot take aspect, follow the purpose, or introduce a result that has already occurred rather than an intended goal.

以 can introduce the intended purpose of a preceding action in concise formal writing, roughly ‘in order to.’ The purpose clause follows the enabling measure, and 以 stands immediately before its purpose predicate. It cannot take aspect, follow the purpose, or introduce a result that has already occurred rather than an intended goal. Keep the model Action or measure,以 + Purpose verb phrase visible while you compare each sentence.
学校调整课程,以满足学生需求。
The school adjusted courses to meet students' needs.
Choose the right context
State the intended purpose of an official measure. Link a method to its goal in formal writing. Use before a purposeful verb such as 促进, 确保, or 纪念.
政府采取措施,以保护生态环境。
The government took measures to protect the environment.
Respect the boundary
Do not put 以 after the purpose predicate. Do not attach 了 to 以. Do not use it for an unintended result.
学校调整课程,满足学生需求以。
(The school adjusted courses, meet student needs in-order-to.)
Repair the pattern
以 follows the purpose predicate: Purpose-introducing 以 must precede the purpose predicate 满足. 了 is attached to the purpose marker: 以 is a purpose marker and cannot take the aspect particle 了.
学校调整课程,以满足学生需求。
