This spoken frame presents both doing X and not doing X as unsuitable, creating a dilemma: 走不是,不走也不是. The same action is contrasted in affirmative and negative form, and each branch ends with 不是. Optional 也 may appear in the first branch, while the second branch conventionally includes it. Keep the model Action X + (也)不是,不 + Action X + 也不是 visible while you compare each sentence.

Choose the right context
Present two opposed choices as equally unsuitable. Repeat the same action in affirmative and negative form. Close both branches with 不是 and keep 也 in the second branch.

Respect the boundary
Do not scramble 不 inside the repeated action. Do not move 也 after the final 不是. Do not use it when only one option is being rejected.
