Choose the right context
State that the expected time for an action has arrived. Give a contextual reminder about a routine or necessary next step. Place 该 before the action and 了 after the complete predicate.
我们该出发了。
It is time for us to leave.
Respect the boundary
Do not put 了 immediately after 该 before the verb. Do not treat every 该 sentence as a command. Do not use the frame merely to predict that an event will happen soon.
